Maybe. You may apply to opt out if all of the following eligibility criteria are met, and you can provide supporting documentation:
- You reside outside of the City of Thunder Bay urban service area (see attached map) while attending Lakehead during the Fall and Winter academic term; OR
- You are a student with a disability who requires alternate means of transportation if unable to use Thunder Bay Transit’s conventional or Lift+ specialized services; and

If approved, a refund cheque in the student’s name will be issued to the address provided in the opt-out application within 8 to 10 weeks after the opt-out period closes on September 30, 2025.
The U-Pass works because everyone chips in to keep it affordable and sustainable; it’s a group discount. If everyone could opt out, the program would collapse. This would raise costs for students who rely on transit and risk ending the U-Pass altogether. That’s why opt-out options are limited.
If eligible, you can apply to opt out from September 1 to September 30 by submitting the completed opt-out application along with the required documents.
There are no extensions or exceptions.
